"Out of this amount, $100,000 the second year from the general fund shall be transfered to the U.S. Army Corps of Engineers for the John H. Kerr Dam and Reservoir, Virginia and North Carolina Feasibility Study to be conducted in accordance with §216 of the River and Harbor Flood Control Act of 1970."

Explanation
(This amendment provides funding for a study by the U.S. Army Corp of Engineers on the Kerr Dam and Reservoir. This is a recommendation of the Rural Virginia Prosperity Commission)
