"E.  As a condition of this appropriation, effective July 1, 2001, the Department of Social Services shall provide a 10 percent increase in Temporary Assistance for Needy Families cash assistance.  Thereafter, the Commissioner shall establish a reasonable, automatic adjustment for inflation by increasing Temporary Assistance to Needy Families cash assistance each July 1 by an amount equal to the increase in the Consumer Price Index-All Urban Consumers (less medical care) during the most recent state fiscal year for which data are available from the U.S. Bureau of Labor Statistics."

Explanation
(This amendment provides federal Temporary Assistance to Needy Families block grant funds for a 10 percent cost-of-living increase in welfare payments in the second year and includes an automatic adjustment for inflation in future years. A typical payment for a parent with two children would be increased from $320 to $352 per month.)
