The Commissioner of Mental Health, Mental Retardation and Substance Abuse Services, or his designee, in cooperation with the directors of the state mental hospitals and training centers and representatives from the localities in which those facilities are located, shall develop an agreement, if no agreement currently exists, to provide fair and reasonable reimbursement for the use of local emergency medical services."


Explanation
(This amendment provides the Commissioner of Mental Health, Mental Retardation and Substance Abuse Services, or his designee, the authority to provide reimbursement for local emergency medical services provided to a state facility in the locality in which the facility is located. The locality may not have instituted a fee-for-service ordinance and as such does not bill for the service. In certain localities there may be more than one state facility that is served by the local emergency medical services. The consistent use of 911 to receive emergency medical services, instead of using the facility's specified contractor results in a significant burden on the local emergency medical services in terms of time and costs. In some localities, the calls from a state facility (or facilities) can average one per day.)
