This amendment provides funds in the first year only for an average per diem increase in nursing facility reimbursement of $3/day. The intent of this amendment is to provide an incentive to increase direct care staffing within nursing facilities during the one-year transition pending implementation of a new Medicaid reimbursement methodology. This is a recommendation of the Joint Commission on Health Care. (Two other budget amendments have been submitted to increase nursing facility reimbursement; one implements the recommendations of the 1999 JLARC study on nursing facility reimbursement, and the other increases the ceiling on indirect care costs to 110% of the peer group median.)
