"C.  Out of this appropriation, $3,000,000 the first year and $2,000,000 the second year from the general funds shall be provided for regional water projects in Southwest Virginia that have been identified by the Planning District Commissions in Planning Districts 1, 2, and 3 in cooperation with local governments in those districts, to enhance water availability, limit system redundancy, and provide new service to areas with limited water availability and limited financial capacity to provide potable water service without this funding."

(This amendment adds funds in the first and second year funding for regional water projects in Southwest Virginia that are necessary to provide safe, potable water and provide water that is essential for economic development of the area.)
