Page 143, after line 44, insert:
"l.  In determining the average statewide salary for instructional positions to be funded within the Standards of Quality, the Department of Education shall base such averages on the actual salary paid to individual positions equivalent to positions required by the Standards of Quality and the actual number of such positions.  For the purposes of these statewide average salary calculations, "instructional positions" shall include elementary and secondary teachers, principals, assistant principals, instructional aides, counselors, and librarians."


Explanation
(This amendment would partially implement the provisions of House Bill 2151 of the 2001 General Assembly. The amounts estimate the impact of changing from using a prevailing statewide salary to an average statewide salary for purposes of funding instructional and support positions required by the Standards of Quality. Currently, no determination of the fiscal impact can be made regarding the second part of the amendment, to use the actual number of positions.)
