Page 164, after line 12, insert:
"21.  Urban Teacher Supplement
a.  This appropriation includes $50,000,000 the second year from the general fund to provide grants to school divisions which are facing critical teacher shortages.
b.  The grants may be used to provide additional compensation for teachers in such divisions and subject areas.    
c.  These grants shall be matched by the local school division, based on the composite index of local ability-to-pay.  
d.  The Board of Education shall develop guidelines for the administration of the program by July 1, 2001."
