"G.  This appropriation includes $372,000 the second year from the general fund for the Virginia Rural Teaching Scholarship Loan Grants Program.  The Department of Education shall provide grants of $37,200 to ten rural school divisions with critical teaching shortages, based on the department's annual assessment of such teaching shortages and the interest of the school division.  The funds shall be used by the local school division to award scholarship loans to students who will agree to teach in the school division upon graduation.  School divisions awarded these grants shall be responsible for recruiting participants and for administering the scholarship loan program.  Scholarship amounts are based on $3,720 per year for full-time students, and shall be prorated for part-time students based on the number of credit hours.  The awarding school division shall be responsible for recovering funds awarded as scholarships or the appropriate proportion thereof in the event that scholarship recipients fail to honor the stipulated teaching obligation.  The recovered funding shall be used by the school division to award another scholarship or the school divisions shall return the funds to the state."
