Page 307, after line 48, insert:
"C.  Every eligible child applying for health insurance as provided for in Title 32.1, Chapter 13, Code of Virginia, shall be enrolled and served in the program.  To the extent that appropriations in this item are insufficient, the Director of the Department of Planning and Budget shall transfer general fund appropriations from Item 319 into this item, to be used as state match for federal Title XXI funds."


Explanation
(This amendment adds language that would ensure that no poor child eligible for Virginia's new child health insurance program would be denied services for lack of funding. The introduced budget reduced the estimate of enrollments in the program from 63,000 to 40,000. If more than 40,000 enrolled in the program, they would have been placed on waiting lists. A companion amendment in Item 322.1 restores a portion of the funding for the children's health insurance program that was eliminated in the introduced budget due to reduced enrollment projections.)
