It is the intent of the General Assembly that the following priorities are established for the use of all federal funds received by the Commonwealth pursuant to the Violent Offender Incarceration and Truth-in-Sentencing Incentive Grant Program, in the current year and in succeeding years, and that the Secretary of Public Safety shall make the necessary modifications to the state application in order that such funds shall be expended in the following priority order, for the purpose of making additional secure beds available for incarceration of violent offenders in Virginia, beginning with priority number one:
1. Conversion of Correctional Field Units #30 (Fairfax) and #13 (Pocahontas) into diversion or detention centers.
2. Enhancement of the level of security for the 1,000-bed private prison to be located in Charlotte County, from a minimum to a medium security institution.
3. Conversion of additional correctional field units to diversion or detention centers or to pre-release or return-to-custody facilities.
4. Conversion of St. Brides Correctional Center into a minimum security, pre-release and/or return-to-custody facility.
5. Construction of work centers adjacent to Virginia's secure correctional centers.
6. Planning for a Medium Security Prison, to be located in Tazewell County (Project 15755), pursuant to Item C-66.10 of this Act. The Director, Department of Planning and Budget, is authorized to establish capital outlay projects and allot funds in order to implement the provisions of this Item. The Secretary of Public Safety shall provide a report on the allocation of these funds and the capital projects established pursuant to this Item, consistent with these priorities, to the Governor and the Chairmen of the Senate Finance and House Appropriations Committees by July 1, 1997."
