Page 31, following line 22, insert:
"C.  The  Commonwealth Competition Council, in conjunction with the Department of Taxation, Supreme Court, Auditor of Public Accounts, and representatives from the Virginia Association of Commonwealth's Attorneys shall conduct a study to review the feasibility and practicality of authorizing Commonwealth's Attorneys and/or private collection agents to issue notices of lien in order to improve collections of court debt.  The results of the study to be presented to the Chairmen of the House Appropriations and Senate Finance Committees no later than December 15, 1997."

(This amendment requires a study of the use of notices of lien in order to improve the collection of court debt.)
