"B. No funds from this appropriation shall be expended for the purpose of privatizing correctional education services at the Bon Air and Beaumont Juvenile Correctional Centers, and the Fluvanna, Sussex I and II, and Mecklenburg Correctional Centers.  No funds from this appropriation shall be expended for the purpose of privatizing educational services for the Culpeper Juvenile Correctional Center at Coffeewood, or the Red Onion or Wallens Ridge Correctional Centers, prior to the submission of a report to the Governor and the Chairmen of the Senate Finance, Senate Rehabilitation and Social Services, House Appropriations, and House Health, Welfare, and Institutions Committees, analyzing the costs and benefits of private educational services, including a review of the experience of other states in this field.
C. Out of this appropriation the Department shall provide such positions as may be required to provide educational services for detention centers operated by the Department of Corrections."


Explanation
(This amendment provides 134.0 FTE positions the second year to enable the Department of Correctional Education to open schools at new state-operated adult and juvenile correctional centers, and provide educational programs at detention centers. This amendment also requires a study before any funds are expended for privatizing educational services at facilities which are not expected to open until the next biennium.)
