A. Included in the amount for Financial Assistance for Employment Services is $1,098,403 from the general fund and $2,164,708 from nongeneral funds the first year and $1,098,403 from the general fund and $2,164,708 from nongeneral funds the second year for services provided under the Food Stamp Employment Training Program.
B. It is the intent of the General Assembly that these funds be used for any purpose prescribed in the approved Employment Services plan, if it can be demonstrated that education and training services are not available in the area served by a local social service agency. The Department shall submit an annual report on such services provided to the Secretary of Health and Human Resources and the Director of the Department of Planning and Budget. The report will include administration expenditures and expenditures used to purchase training, education and support services other than child care for AFDC recipients participating in work related activities.
C. By July 1, 1997, the Department of Social Services, in collaboration with local departments of social services, shall develop minimum performance standards for all local departments of social services participating in the Virginia Initiative for Employment, Not Welfare (VIEW) program. These performance standards shall be used in determining the local VIEW allocations for the 1998-2000 biennium. The Department shall allocate VIEW funds to local departments of social services according to a formula approved by the Department of Planning and Budget.
