A. The funds in this item shall supplement those funds provided in Item C-7.10. of this Act for this project.
B. The source for the Special Funds appropriated by this Item shall be excess bond proceeds of the Virginia Public Building Authority. The Governor shall authorize the initiation of this project upon certification to him by the Virginia Public Building Authority that: an arbitrage rebate liability calculation has been completed, an affirmative opinion of bond counsel has been received, and excess bond proceeds of the Authority are available. The first priority for expenditure of any such excess proceeds shall be the project listed in this item, and the projects listed in Items C-17.10 (Virginia Community College System), C-45.20 (Virginia State University), C-32.50 (College of William and Mary), C-17.40 (Virginia Community College System), C-17.40 (Germanna Community College), C-32.17 (George Mason University), C-36.22 (Norfolk State University), and C-36.45 (Longwood College)."
Explanation
(This amendment provides $2,500,000 from special funds for the Advanced Communications Center to supplant federal funds that are no longer available for the project. The project was funded in Chapter 912, 1996 Appropriation Act, Item C-7.10.)
