"As a condition of the appropriation in this item, the General Assembly herewith authorizes and approves the relocation of the Department of Military Affairs headquarters to the Fort Pickett Military Reservation as soon as practical on, or after, June 30, 1998."

Explanation
(This amendment reduces the amount of funds budgeted to relocate the Department of Military Affairs headquarters to Fort Pickett, and authorizes planning for the project to continue in anticipation of the move in fiscal year 1999 or later.)
