Page 308, following line 45, insert:
"A. No funds from this appropriation shall be expended for the purpose of privatizing correctional education services at the Bon Air, Beaumont Juvenile, Fluvanna, Sussex I and II, and Mecklenburg Correctional Centers.  No funds from this appropriation shall be expended for the purpose of privatizing educational services for the Culpeper Juvenile Correctional Center at Coffeewood, or the Red Onion or Wallens Ridge Correctional Centers, prior to the submission of a report to the Governor and the Chairmen of the Senate Finance, and Rehabilitation and Social Services, and the House Appropriations, and House Health, Welfare and Institutions Committees, analyzing the costs and benefits of private educational services, including a review of the experience of other states in this field.
B. Out of this appropriation the Department may provide such positions as are required to provide educational services for detention centers operated by the Department of Corrections."


Explanation
(This amendment provides 134.0 FTE positions the second year to enable the Department of Correctional Education to open schools at new state-operated adult and juvenile correctional centers without delay. The introduced budget contained funding for these new schools but did not authorize any positions.)
