Page 286, following line 6 insert:
"The Department of Criminal Justice Services shall develop guidelines for regional criminal justice training academies, including curriculum, staff qualifications, regional jurisdiction and competency standards.  The Department shall report its findings and recommendations to the Governor and the General Assembly by November 15, 1997."
