Page 439, after line 30, insert:
"The Department of Planning and Budget shall coordinate the development of additional performance measures by the state agencies listed below.  These performance measures shall focus on program effectiveness rather than outputs.  Proposed drafts of these performance measures shall be reported to the Chairmen of the House Appropriations and Senate Finance Committees by September 1, 1997, along with background papers containing a discussion of the methodology used to generate the data for the measures.
1. The Department of Education
2. The Virginia Economic Development Partnership
3. The Department of Environmental Quality
4. The Department of Transportation
5. The Department of Information Technology
6. The Department of Taxation
7. The Department of Social Services
8. The Department of Corrections
9. The Department of Juvenile Justice
The staffs of the Joint Legislative Audit and Review Commission and the Department of Planning and Budget will assist the Committees in the evaluation of these proposed measures.  Subsequent to acceptance of the proposed effectiveness measures by the Committees, the Department of Planning and Budget shall incorporate them into its performance measurement system.  The Joint Legislative Audit and Review Commission shall be responsible for periodically reporting to the Committees the extent to which agencies are complying with the methodologies and performance measures and shall recommend modifications as required."

(This amendment specifies initial agencies that will develop performance measures based on program effectiveness and establishes a procedure for review and acceptance of these measures.)
