Explanation
(This amendment establishes policy for funding Virginia Guaranteed Assistance Program (VGAP) grants and Commonwealth grants. The amendment also clarifies that for a student to receive either grant the student must be making satisfactory academic progress, as determined by the institution the student is attending. A student is eligible for a VGAP grant if the student is a Virginia resident who graduated high school with at least a 2.5 grade point average (gpa) and maintains at least a 2.0 gpa in college. The amendment says VGAP will be fully funded when all VGAP students with remaining need receive grants. Virginia students not eligible under VGAP are eligible for Commonwealth grants. Commonwealth grants would be fully funded when appropriations are sufficient to meet 50 percent of the remaining need of students eligible for them. VGAP students are to receive grants larger than non-VGAP students of similar remaining need. Until such time as sufficient funds are appropriated to meet the objectives of both grant programs, the amendment states that students with higher levels of remaining need are to receive grants before students of lesser need.)
