Explanation
(This amendment allocates additional federal funds to the state program that provides child day care subsidies to working low-income families. In that program, families pay a portion of the costs according to a fee schedule based on income. Two sources of federal funds are included in this amendment: (1) the remainder of federal funds ($2.2 million) allocated to Virginia from the Child Care and Development Fund (CCDF), and (2) a portion ($8.25 million) of the federal TANF grant for welfare reform transferred to the CCDF. A companion amendment in Item 388 transfers $2 million of the $10.25 million total in this amendment into the Social Services Block Grant (SSBG), as permitted in federal law. In turn, an amendment in Item 153 appropriates $1.0 million of the SSBG for the Comprehensive Services Act for At-Risk Youth, and an amendment in Item 386 appropriates $1.0 million for subsidized adoptions.)
