", plans to pursue raising funds and in-kind contributions from local communities, and the actual contributions collected through such efforts.  It is the intent of the General Assembly that CHIP program increase their efforts to raise funds from local communities and other private or public sources with the goal of reducing the reliance on general fund appropriations in the future.
A.2.  The Department of Health is authorized to transfer permanently the ownership of two motor vehicles, provided as in-kind contributions by community partners at no cost to the Commonwealth, to the Comprehensive Health Investment Project of Virginia."

Explanation
(This amendment adds funds in the second year for the Comprehensive Health Investment Project (CHIP). In addition, this amendment requires the CHIP of Virginia to report to the General Assembly on the proposed distribution and use of all funds in local CHIP projects, and efforts to raise funds and in-kind contributions from local communities as well as the contributions collected from these efforts. The amendment also allows the Virginia Department of Health to transfer the ownership of vehicles that had been donated for use in providing CHIP services and eliminates the state costs associated with liability insurance for these vehicles.)
