"A state-supported institution of higher education, in cooperation with the Virginia Association of Counties, the Virginia Municipal League, the State Executive Council, and the State Management Team, may assist in the provisions of this paragraph.  Any funds unexpended for this purpose in the first year shall be reappropriated for the same use in the second year."


Explanation
(This amendment provides funding to provide training and technical assistance to localities on cost containment measures, utilization review, use of alternative revenue sources, and administrative and fiscal issues related to implementation of the Comprehensive Services Act. Any state-supported institution of higher education can be selected to help coordinate the training and technical assistance.)
