Page 90, after line 34, insert:
"G.  It is the intent of the General Assembly that the Superintendent of Public Instruction, as a condition of the appropriation in this item, shall convene a planning/steering committee by July 15, 1997, whose purpose shall be to develop a plan for an incentive fund for the provision of physical health care services in public elementary and secondary schools.  The planning/steering committee shall work to ensure that collaborative, innovative, and non-traditional approaches to school health service needs are considered.  Such plan shall include, but not be limited to, the following:  (i) a determination of the training and supervision requirements for unlicensed personnel providing nursing services under the grants; (ii) a mechanism for receiving input from local school health advisory boards as a condition of applying for the grants; and (iii) options for how the grants could be awarded including criteria rewarding localities for collaborative, innovative, and non-traditional approaches.  Membership on the planning/steering committee shall include school health representatives from the Departments of Education and Health, and one representative from, and selected by, each of the following organizations:  Virginia Association of School Nurses, Virginia Pediatric Society, Virginia School Boards Association, Virginia Association of School Superintendents, Virginia Association of Elementary School Principals, Virginia Association of Secondary School Principals, Virginia Education Association, Virginia Association of Counties, Virginia Municipal League, and Virginia Parent Teacher Association.  The planning/steering committee shall provide the plan no later than December 1, 1997, to the Superintendent and to the Chairmen of the House Appropriations, House Education, Senate Finance, and Senate Education and Health Committees."
