"B.  The Commission on Youth, with assistance from the Department of Planning and Budget, shall evaluate the administration and efficacy of the Virginia Juvenile Community Crime Control Act (§§16.1-309.2 through 16.1-309.10, Code of Virginia).  The Commission shall present a preliminary report of its evaluation to the 1998 General Assembly."
