"G.1. Out of this appropriation, $5,117,173 in nongeneral funds shall be made available in the second year as a one-time supplement to state assistance for operating support for local mass transit organizations to offset cutbacks in federal formula funding assistance for operating costs.  The offset would approximate the difference between the amount each transit operation received in 1995 and the amount estimated for each transit operation for
1998.  The source of funds to finance the offset is excess balances in the Industrial, Rail and Airport Access Program.  Each transit operation losing federal formula funds shall receive its pro rata share of funds provided in this paragraph to offset this loss after first providing $200,000 to the Potomac and Rappahannock Transportation Commission to offset a loss in revenue from the federal Congestion Mitigation and Air Quality Program.
2.  In addition, $500,000 shall be allocated for replacement vehicles to programs that provide special transportation services for the disabled and the aging, with priority given to programs in localities that integrate and coordinate their transportation resources to the maximum extent practicable."


Explanation
(This amendment provides sufficient funds in the second year to fully offset federal aid cuts to mass transit. The federal cut in the first year was some $5.1 million, and the General Assembly provided $1.0 million to partially offset that cut. The federal cut in the second year is virtually the same. The last year of full federal funding was 1995. Also, $500,000 is provided to replace old vehicles with excess mileage that are used for special transportation services for the disabled and the aging. The source of funds for the offset and the replacement vehicles is excess balances in the Industrial, Rail and Airport Access Program. A companion amendment in Item 505 establishes a cap on such balances, and makes the excess available for appropriation to other transportation programs.)
