Page 326, after line 17, insert:
"C.  The Department of Military Affairs shall not enter into any agreement with the United States Government for the operation of Fort Pickett until a report has been presented to the Chairmen of the House Appropriations and Senate Finance Committees.  The report shall review the details of any agreement, including, but not limited to, the type of instrumentality used to affect such agreement, the financial responsibilities of parties for facility operating, environmental liability, physical plant maintenance and capital outlay costs, and such other protections as may be necessary to ensure that the Commonwealth will operate the facility only to the extent that federal funds are sufficient for the intended purpose.   The report shall also identify the estimated staffing levels, federal funding reimbursement, and training activity levels proposed for the facility."

(This amendment directs the Department of Military Affairs to submit a report to the General Assembly prior to entering into an agreement with the federal government for the operation of Fort Pickett.)
