Explanation
(This amendment directs the Department of Corrections to terminate the out-of-state contract for housing Virginia inmates and removes funds appropriated for that contract. Approximately 600 Virginia inmates are currently housed under contract in a facility located in Newton County, Texas, at a cost of $43 per day. These inmates were originally scheduled to return to Virginia upon completion of a new private medium security prison in Brunswick County. That facility is scheduled to be completed and begin loading inmates in January 1998. A lower inmate population forecast presented to the Governor and General Assembly in October 1996, combined with trends indicating that the next forecast could be lowered even further, make this action possible.)
