1. Contingent upon the passage of legislation by the General Assembly, the State Comptroller shall transfer from the amounts appropriated for Environmental Technical and Financial Assistance in the second year, $11,000,000 from the general fund to the Chesapeake Bay Tributaries Restoration Trust Fund for implementation of the Commonwealth's Potomac/Shenandoah River Basins Tributary Strategy Plan.
2. The Director of the Department of Planning and Budget is authorized to transfer moneys from the Fund to other related programs for implementation of the approved plan.
