Page 273, after line 44, insert:
"The Department of Conservation and Recreation shall fill, by June 30, 1997, all authorized full-time positions that were vacant as of January 1, 1997, and that have been appropriated for in this act.  The Department shall not transfer any funds in any program between personal and nonpersonal services without prior written approval from the Director, Department Planning and Budget."
