"D.  Out of the appropriation for this Item, $3,000,000 the second year from the general fund is provided to initiate a program to provide basic health insurance coverage to low-income uninsured Virginian, contingent on passage of House Bill 2887.  Prior to the expenditure of any funds for this program, a plan detailing the program shall be developed by the Joint Commission on Health Care, in cooperation with the Department of Medical Assistance Services and the Department of Health.  The plan shall be presented to the Governor and the 1998 General Assembly for its approval.  In developing the plan, the Joint Commission shall give priority consideration to addressing the health care needs of uninsured children, as proposed by the Children's Medical Security Insurance Plan (House Bill 2682), and how existing state and local programs and facilities which may provide services to this population may be integrated into a comprehensive basic health care program.


Explanation
(This amendment adds funds for the Indigent Health Care Trust Fund. The Joint Commission on Health Care proposed the source of funds as revenue generated by changes in the premium tax on "open-enrollment" insurance carriers, if adopted by the General Assembly. Funds would be used to provide basic health insurance coverage for low-income uninsured persons. The Joint Commission on Health Care would develop a plan for the new program and expenditures for the program from this item would be subject to approval of the 1998 General Assembly.)
