A. From this appropriation, $1,500,000 the first year and $1,500,000 the second year is provided from federal trust funds, and $700,612 the first year and $700,612 the second year from the general fund, to the Comprehensive Health Investment Project of Virginia (CHIP of Virginia) in the form of a Family Resource and Support State Grant. The purpose of the grant is to develop, expand, and operate a network of local public-private partnerships providing comprehensive care coordination, family support and preventive medical and dental services to low-income, at-risk children. General fund appropriations from this item for CHIP projects shall be used to pay for local services and shall not be used for administrative costs. CHIP of Virginia shall continue to pursue raising funds and in-kind contributions from local communities. By August 1, 1996, the State CHIP Office shall submit a report to the Chairmen of the House Appropriations and Senate Finance Committees on the proposed distribution and use of all funds in local CHIP projects.
B. Out of this appropriation shall be provided $25,000 the first year and $25,000 the second year from the general fund to expand the Virginia Transplant Council's educational activities.
C. Out of this appropriation shall be provided $100,000 the first year and $100,000 the second year from the general fund for the Arlandria Health Center for Women and Children. The Health Center shall pursue raising funds and in-kind contributions from the local community.
D. Out of this appropriation shall be provided $25,000 the first year and $25,000 the second year from the general fund for the Louisa County Resource Council. The Council shall continue to pursue raising funds and in-kind contributions from the local community.
E. The Department of Health shall submit by August 1, 1996, to the Governor and the Chairmen of the House Appropriations Committee, Senate Finance Committee, and Joint Commission on Health Care, a proposal for designation and funding of the poison control program.
