Page 191, following line 36, insert:
"C.  The appropriation in this item includes $15,000,000 the second year from the general fund which shall be deposited into the Virginia Water Quality Improvement Fund established pursuant to House Bill 2330, 1997 General Assembly, Regular Session.  Out of this amount, $10,000,000 shall be designated for point source nutrient reduction projects and $5,000,000 shall be designated for nonpoint source reduction projects.  From the amounts allocated to point source nutrient reduction projects, the Director of the Department of Environmental Quality shall make a grant of $291,962 to Stafford County for 50 percent of the cost of biological nutrient removal facilities that have already been installed at the Aquia Sewage Treatment Plant, and $365,500 to the Loudoun County Sanitation Authority and $1,287,500 to Fairfax County for 50 percent of the local assessments for the installation of biological nutrient reduction facilities at the Blue Plains Wastewater Treatment Facility.  This amendment is contingent upon passage of House Bill
2330, by the 1997 General Assembly."

(This amendment is self-explanatory. A companion amendment eliminates an appropriation of $11,000,000 for this purpose in the Chesapeake Bay Local Assistance Department.)
