Explanation
(This amendment provides $100,000 from the general fund in the second year for additional state aid to local libraries. Also, the amendment establishes the objective of fully funding the state formula for aid to local libraries. With this amendment, the second year general fund appropriation becomes $13,993,113, which is about 73 percent of full funding. The major factor in the formula that drives state aid is the provision that says, subject to appropriation, the state will pay 40 cents for each dollar of local expenditure on libraries, up to a maximum of $250,000 per locality. The amount appropriated for state aid is sufficient to pay about 30 cents for each dollar of local expenditure.)
