Explanation
(This amendment begins a four-year phase out of state unique military cost support of $1,900 per student at the Virginia Women's Institute for Leadership at Mary Baldwin College. The basis for the support, Virginia's plan to create a Corps of Cadets for men and women throughout the Commonwealth, was the Commonwealth's response to a court case brought by the U.S. Department of Justice. The case questioned the constitutionality of the refusal of the Virginia Military Institute to admit women. A decision of the U.S. Supreme Court in June of 1996 favored the U.S. Department of Justice, removing the legal basis for Virginia's plan. This amendment would support the current freshman and sophomore classes until they graduate, but funds for a new entering class in the fall of 1997 are removed. A companion amendment in Item 158 carries out the same phase out plan for support of $7,464 per student for educational costs at the Institute. In total, state support is $9,364 per student.)
