Out of the amounts in this Item, $10,000,000 the second year from the general fund is provided for a program to provide financial assistance to localities or planning district commissions acting on behalf of member localities to increase capacity for and accelerate the review and issuance of building permits by local building departments. The department shall develop appropriate criteria and guidelines for the deployment and use of the funding for this pilot program.
