The Department of Corrections shall return the property consisting of the Mecklenburg Correctional Center to Mecklenburg County, which originally donated the land to the Commonwealth for the development of the correctional center.  The department shall utilize inmate labor, to the maximum extent feasible, in site clearing and preparation for demolition.
