a. The appropriation to support payments to school divisions from federal program grant funds is contained in this Item.


b. The Department of Education will encourage localities to apply for Medicaid reimbursements for eligible special education expenditures which will help to increase available state and local funding for other educational activities and expenditures.


c. The Department of Education shall allocate $126,372,427 $122,941,314 from the State Fiscal Stabilization Fund, American Recovery and Reinvestment Act of 2009, the first year to the local school divisions to pay a portion of the state§s share of Basic Aid. The allocations shall be based on the proportion that each school division represents to the statewide total of the Basic Aid amount as funded in Item 132 of House Bill 30/ Senate Bill 30, as introduced. The amounts appropriated are an estimate, and may be modified by the Director, Department of Planning and Budget, depending on final the budget bill enacted for the 2008-10 biennium.
