The Department of Motor Vehicles is hereby granted approval to enter into new capital leases for a customer service center in Roanoke and up to three commercial driver's license testing sites.  The department may renew or extend existing leases due to expire during the current biennium for existing customer service centers located in Chesterfield, Springfield, Lebanon, Jonesville, Gloucester, Fair Oaks, Suffolk, Bedford, Pulaski, Tazewell, Covington, Smithfield, Vansant, Woodstock, Danville, Lexington, and West Henrico, and for the Richmond Warehouse.  Such renewals or extensions may not exceed twenty years, and may provide for the department to take possession of such facilities at the expiration of such leases.  The department may relocate a facility if an existing lease is unavailable or impracticable for renewal or extension.
