A. The appropriation to support payments to school divisions from federal program grant funds is contained in this Item.
B. Out of this appropriation, $14,855,632 the second year from federal funds shall be transferred to Item 140 to support the Virginia Preschool Initiative as defined in paragraph C.15 of Item 140.
