1. The Virginia Community College System, with the approval of the Governor as otherwise provided by law, is hereby authorized to accept, at no cost to the Commonwealth, certain real property, described generally as 1 acre, more or less, situated in Chesterfield County, said property being for the beneficial purpose of improving vehicular traffic patterns entering and exiting the John Tyler Community College, Chester Campus.

2. Prior to acceptance of said property, assurances satisfactory to the Virginia Community College System and the Governor shall be made indicating that the property is free from hazardous materials and conditions.
