A. For any purchase of land for departmental use or facilities, the agency shall first explore using surplus state property to meet its needs.
B. The Virginia Department of Transportation is authorized to enter into negotiations and execute a property transfer with the adjacent property owner to exchange parcels of land to relocate the Starkey Road Area Headquarters to a comparable site acceptable to the agency at no additional cost to the Commonwealth. The Commonwealth Transportation Commissioner shall certify that this exchange is advantageous to the agency.
