The Department of Game and Inland Fisheries is authorized to reconstruct the damaged Upper and Lower Powhatan Lakes and associated facilities (roads, parking areas) based on Dam Safety Standards and Engineering Practices.  This project cost for the reconstruction of the two dams will be paid from insurance proceeds to the extent these two dams are covered by the state's commercial property insurance, including the deductible amount covered by the State Insurance Reserve Trust Fund.  The balance of the repair cost not covered by insurance for renovations and improvements will be paid from funds of the Department of Game and Inland Fisheries.  All state agencies associated with this project shall cooperate to the fullest extent with the Department during the planning and construction phases of the project.  The project is to be completed on or before June 30, 2008.  Planning and design shall be initiated in fiscal year 2005.  If necessary to meet the schedule for planning and design work, the State Treasurer is authorized to issue a no-interest treasury loan for the project in anticipation of the state receiving the insurance proceeds.
