The appropriation in this Item is for remedying environmental deficiencies and implementing corrective actions as required in consent agreements and accompanying final orders entered into by the U.S. Environmental Protection Agency and the Department of Corrections.  Before any funds may be allotted for the project, the Department of Corrections shall submit to the Department of Planning and Budget for approval a plan for the project, consisting of an itemized list of proposed expenditures.  Such plan may be revised at any time, but no funds shall be expended for items or activities not on the approved plan.  Furthermore, the Department of Corrections shall submit semi-annual reports of project expenditures to the Department of Planning and Budget.
