1. The Department of Social Services (DSS) is hereby granted approval to enter into new capital leases or to renew existing capital leases due to expire during the current biennium for its headquarters building in Richmond and its child support enforcement district offices in Richmond, Portsmouth, and Petersburg.


2. Approval is also granted to enter into new capital leases for any other child support, regional, or day care office under the following circumstances: The lease is bid through the standard Request for Proposals process in cooperation with the Department of General Services; the Department of Accounts and the Department of Planning and Budget have determined that the lease is a capital or a capital outlay lease; the Department of Planning and Budget agrees that the time constraints in responding to the landlord’s offer preclude a decision memo under § 4-4.00.m of this act; and the Department of General Services agrees that the proposed lease is the most cost-effective of the options available to the Commonwealth. Leases that may meet these qualifications include, but are not limited to, the child support district offices in the following localities: Newport News, Roanoke, Verona, Winchester, Fredericksburg, and Lynchburg.


3 . Such new lease or renewal may not exceed 20 years and may provide for the option for the Department or the Commonwealth to take possession of such facilities at the expiration of such leases. Any such agreement shall be subject to review and approval by the Department of General Services.
