The Commonwealth Transportation Board shall make the following allocations from available revenues as provided in Chapters 11, 12, 13, and 15, Acts of Assembly of 1986, Special Session:

1. For Port and Port Facility Assistance, 4.2 percent of such revenues: such amounts are estimated to be $30,723,700 the first year and $32,414,900 the second year to support capital needs and the preservation of existing capital needs.

2. For Airport Assistance, 2.4 percent of such revenues: such amounts are estimated to be $17,627,800 the first year and $18,553,300 the second year. From these amounts, $7,051,100 the first year and $7,421,300 the second year shall be allocated to for air carrier airports. $7,051,100 the first year and $7,421,300 the second year shall be allocated for air carrier and reliever airports, and $3,525,600 the first year and $3,710,700 the second year shall be allocated for general aviation airports.
