A. Omitted.
B. Upon approval by the Joint Rules Committee, out of this appropriation, $75,000 each year from the general fund shall be transferred to the Chesapeake Bay Commission for the Bi-State Blue Crab Advisory Committee.
C. Upon approval by the Joint Rules Committee, out of this appropriation, $13,200 in the first year shall be provided to fund the continuation of the Virginia Rural Prosperity Commission for the purpose of establishing the Center for Rural Virginia.

2. Included in this appropriation is $44,000 each year for increased Workers' Compensation costs for the Division of Capitol Police.
E. On or before June 30, 2003, the House Committee on Rules shall authorize the reversion to the general fund of $800,000 from the Clerk of the House, and the Senate Committee on Rules shall authorize the reversion to the general fund of $735,000 from the Clerk of the Senate. On or before June 30, 2004, the House Committee on Rules shall authorize the reversion to the general fund of $900,000 from the Clerk of the House, and the Senate Committee on Rules shall authorize the reversion of $910,000 from the Clerk of the Senate, representing savings generated by the respective bodies in each year.
F. On or before June 30, 2003, the Joint Rules Committee shall authorize the reversion of $1,663,373 to the general fund, representing savings generated by the legislative agencies. On or before June 30, 2004, the Joint Rules Committee shall authorize the reversion of $1,790,839 to the general fund, representing savings generated by the legislative agencies in the second year.
G. Balances from legislative accounts as of June 30, 2002, estimated to total $1,388,598, are hereby transferred to this account for reversion to the general fund.
H. On or before June 30, 2004, the Joint Rules Committee shall authorize a reversion of $1,500,000 from the reversion clearing account to the general fund.
I. Out of this appropriation, the Joint Rules Committee shall release $10,000 from the balances of the Dr. Martin Luther King, Jr. Memorial Commission in the second year to coordinate and fund the statewide commemoration of the 50th anniversary of the Brown v. Board of Education decision in the Commonwealth.
