1. The Department of General Services is hereby authorized to construct a multi-level parking facility on the property currently occupied by the Consolidated Laboratory Building located at Fourteenth Street, between Franklin Street and Main Street, in Richmond. The parking facility shall replace state employees’ parking spaces lost due to the transfer of the Main Street Station property to the City of Richmond. This parking deck shall also provide public parking, which will be paid for by the City of Richmond. The total cost of this parking deck, which is anticipated for completion by 2006, is currently estimated at $24,000,000.

2. Pursuant to Item 55 of this act, the City of Richmond shall pay $4,100,000 to the Department of General Services in consideration for the use of up to 350 parking spaces within the parking deck authorized in paragraph 1 for a term of 30 years for patrons of Main Street Station. Upon entering into a lease with the City of Richmond for the use of these 350 parking spaces, the Director, Department of Planning and Budget, shall authorize a treasury loan to the Department of General Services in the amount of $4,100,000 to pay the proportionate share of the cost of constructing these additional spaces, which amount shall be repaid upon payment by the City of Richmond.

3. This item includes $2,000,000 in nongeneral funds, derived from the sale of Main Street Station to the City of Richmond, for planning the design of the parking facility and demolition of the current Consolidated Laboratory Building.
