A. With the funds provided for this project, the Department of Corrections shall begin the St. Brides Correctional Center facility phased replacement construction. The new facility shall be designed to house inmates at classification Level 2 or lower under the current inmate classification system used by the department. It shall consist predominantly of either multibed cells, dormitory space or such other housing configuration that may be suitable and cost-effective for offenders classified at this level. The Secretary of Public Safety shall review and approve the overall plan for the facility prior to the department submitting preliminary drawings and specifications to the Department of General Services. The source of the funds provided for this project is federal funds available through the Violent Offender Incarceration and Truth-in-Sentencing Incentive Grant Program.


B. The Secretary of Finance shall provide the Department of Corrections with a Treasury loan for up to $5,495,000 to provide the required state matching funds for the federal grant for this project and to cover any additional costs of completing it. The term of the loan shall be for up to five years and shall be repaid with funds appropriated for that purpose.
