The Debt Service amount included in this Item consists of reserve fund proceeds and excess interest earned on Virginia Public Building Authority bonds. The Director of the Department of Planning and Budget shall withhold $1,543,466 from the general fund each year from the amounts included in Items C-140 through C-144 of this act, and reallocate to the respective projects the debt service amounts appropriated in this Item.
