1. This project is authorized pursuant to § 4-4.01 s. of this act. The financing to support this project shall be authorized pursuant to § 2.1-179.2 of the Code of Virginia.
2. The Director of the Department of Planning and Budget may authorize an interest free treasury loan to support this project until savings are realized to cover the project costs.
